- General Conditions
The Founder and Organizer of the I International Competition «West — Siberia — East»: I. I. Bobrovskiy Competition for Wind and Percussion Instruments Players (hereinafter referred to as the Competition) shall be the M. I. Glinka Novosibirsk State Conservatory (hereinafter referred to as the Conservatory).
The Competition is aimed at finding and creatively developing gifted performers, encouraging an amelioration of the quality of teaching in wind and percussion instruments classes at children’s music and art schools, and music colleges, as well as ensuring the strengthening of bounds between the institutions of primary and secondary music education and the Conservatory.
- Competition Conditions
The Competition is held among the students of children’s music and art schools, art centres and culture centres, students, graduates and postgraduates of art colleges, teachers of children’s music and art schools, art colleges and higher educational institutions.
The Competition is held in 4 categories:
– «Recorder Flute»;
– «Woodwind Instruments» (flute, oboe, clarinet, bassoon, saxophone);
– «Brass Instruments» (French horn, trumpet, trombone, euphonium, tuba);
– «Classical Percussion Instruments».
Participants of the «Woodwind Instruments», «Brass Instruments» categories(all instruments except the recorder flute) compete in four age groups:
А – junior up to 12 years old (students of children’s music and art schools);
В – junior 13-15 years old (students of children’s music and art schools);
С – middle from 16 years old(students of music and art colleges, special music schools);
D – senior up to 35 years old (students (assistant lecturers) of higher educational institutions, graduates of music, art and culture colleges, teachers of children’s music and art schools, colleges and higher educational institutions).
Participants of the «Recorder Flute» category compete only in the junior age group – up to 12 years old.
«Classical Percussion Instruments» category:
А – junior up to 10 years old (students of children’s music and art schools, special music schools up to the third form);
В – junior 11-15 years old (students of children’s music and art schools, special music schools 4th — 7th forms);
С — middle up to 16 years old (senior students of music and art colleges, special music schools);
D – senior up to 35 years old (students (assistant lecturers) of higher educational institutions, graduates of music, art and culture colleges, teachers of children’s music and art schools, colleges and higher educational institutions).
Participants’ age should be counted as it is on 2nd of December, 2022.
Competition auditions are held:
For groups А, В, С – in one round;
For group D – in three rounds.
Each participant will be provided with the opportunity of the acoustic rehearsal in the hall (no more than 20 min).
If a participant is late, they might be allowed to take the audition by the jury’s decision.
No more than half of the participants, who have scored no less than 18 points at the 25-pointed estimated system, will be admitted to the final round.
Program Requirements
«Woodwind Instruments», «Brass Instruments», «Recorder Flute» categories
A – Junior group:
– two varied pieces (no longer than 10 minutes);
B – Junior group:
– single-movement concerto or concerto (1 or 2 and 3 movements) or sonata (1-2 or 3-4 parts) or 2 varied pieces (no longer than 10 minutes);
C – Middle group:
– concerto (1 or 2 and 3 movements) or sonata (1-2 or 3-4 parts) or single-movement concerto/ fantasia/ theme and variations;
– a piece up to the participant’s choice (no longer than 15 minutes).
D – Senior group: in three rounds (duration of 1,2 rounds – up to 25 minutes, 3 round – up to 30 minutes).

«Classical Percussion Instruments» category:
A – Junior group: free program, consisting of two compositions up to the participant’s choice (no longer than 8 minutes):
- Xylophone (solo or with a piano);
- Snare drum or multi-percussion (solo or with a piano);
B – Junior group: free program, consisting of two compositions (no longer than 8 minutes):
- Xylophone or marimba (marimba should be played with four sticks, solo or with a piano);
- Snare drum or multi-percussion (solo or with a piano) or drum kit.
C – Middle group: free program, consisting of three compositions up to the participant’s choice (no more than 15 minutes):
- Xylophone or marimba (marimba should be played with four sticks, solo or with a piano);
- Vibraphone (solo or with a piano);
- Snare drum or multi-percussion (solo or with a piano) or drum kit.
D – Senior group: in three rounds (duration of 1,2 rounds – up to 25 minutes, 3 round – up to 30 minutes).

All works for groups A, B, C are to be performed from memory. Group D is to play the 1st and 3rd rounds from memory, and the 2nd one is allowed be played from music. Participants must observe the time limit. They are allowed to choose the order of compositions in each round for themselves.
Should the need arise, the Organizing committee of the competition will provide the participants of the senior group D with scores at their request sent to konkurs@nsglinka.ru.
The jury may decide to reduce or stop any participant’s performance.
The order of performing is determined by instruments as they appear in the orchestra score and in each group of instruments – in alphabetical order. The order of performing in each age group is determined by drawing lots and remains unchanged to the end of the Competition.
- Period and Order of the Competition
The Competition is held at the Conservatory on 2 – 8 December, 2022.
The applications are accepted until 10 November, 2022at the following post address: 630099, Novosibirsk city, 31 Sovetskaya street, office 114, or at the following e-mail address (an applicant must send a scan of their application sealed by the Head of the Organisation and a Word document in any case): konkurs@nsglinka.ru.

Applications submitted after the stated date shall not be considered. The Organizing Committee has the right to enhance the period of taking the applications. Programs, which exceed the stated timing or do not comply with the program requirements, shall not be accepted for the Competition.
In order to prevent the spreading of COVID-19, the Competition will be held in two formats:
–live competition;
– Extramural competition via video-recordings.
Program requirements for participants of both formats are identical. Videos for each round must be recorded on one video camera from the same point so that one could see the participant(s) at full height and in full view, without any montage. They must be recorded as single video clips, no cutting or dividing the file into separate pieces is allowed. Video files must be named in the following order: the participant’s name and surname, their age group, their instrument, for example: Mary Smith, V group, ‘Flute’. The recordings must be uploaded on YouTube, links to videos must be sent to konkurs@nsglinka.ru before 10 November, 2022. Each participant bears responsibility for the availability of their link. Those participants who have sent the videos after the given date, or whose links are not working, will not be judged by the jury.
- Financial Terms
The entrance fee for participants of any format is:
Groups A B C – 3000 roubles for each participant;
Group D – 4000 roubles for each participant.
It should be paid either in cash when arriving at the Competition, or through the banking details provided at the website www.nsglinka.ru in the section “Contacts” – “Banking Details”.
Attention to those participants wishing to take part in the extramural competition! The entrance fee is to be paid via transfer through the banking detailsuntil 10 November, 2022 and the confirmation must be sent to konkurs@nsglinka.ru. Those participants who have not paid the entrance fee on time will not be judged by the jury.
In case of non-cash payment the documents for drawing a contract are accepted no later than 10 days before the start of the Competition.
Travelling, food and accommodation expanses of the participants and those accompanying them shall be covered by themselves or by the organizations sending them.
5. Prizes and Awards
Participants who will get the 1, 2 and 3 places in each age group will become the laureates of the Competition. Participants who will get next three places according to the number of their points will become the diploma winners.
The Jury has the right:
‒ not to award all the prizes and diplomas;
‒ share one prize among several participants who are level on points;
‒ award the teachers and accompanists for preparing the laureates of the Competition;
‒ establish special prizes and awards for performing an etude (caprice), virtuoso piece, grand form, etc.
The decision of the Jury is final and is not subject to reconsideration.
After all the auditions there will be a closing concert in which all the winners of the Competition will take part.
The Organizing Committee reserves all the rights on audio- and video recording of the participants’ performances and also on using these recordings for advertising, informational, and teaching purposes without paying any extra fees to the participants. The right to resolve of the disputes lies with the Chairperson of the Organizing Committee.
